Four things matter, and they are independent of each other: where the company is incorporated, where the gateway's own control plane and logs live, where your prompts go when they leave the gateway for a model provider, and what is retained afterwards. A gateway can be European on the first two and still send every request to a US or Chinese model endpoint. 1. Opper

The platform runs in AWS Stockholm (eu-north-1), and EU routes keep inference in the EU end to end, on AWS Bedrock, Azure, GCP or Berget AI, so data stays in the EU unless you explicitly choose a route hosted elsewhere. Cortecs has the most genuinely sovereign inference story in this comparison. The company is an Austrian GmbH (Vienna, per its imprint), and its model pool runs on European infrastructure, Scaleway and OVH in France per its privacy policy, with models hosted across Spain, Germany, France, Finland and Poland, including European-hosted Mistral and Claude. The DPA is public, the sub-processor list is published inside the privacy policy, billing is native EUR, and pricing is pay-as-you-go at list-price tokens plus a flat 5% service fee, with no subscription.
The honest caveats: it is a small, apparently bootstrapped team with the smallest catalog here, around 150 model endpoints from 10+ providers, and its own privacy policy lists sub-processors, including Microsoft, Google and AWS for AI inference, that rely on the EU-US Data Privacy Framework, largely via their EU affiliates, a nuance worth knowing even in the most sovereign option on the list. Credit where due: its ISO badge links to a published ISO 27001 certificate, more audit evidence than most of this list shows.
3. Requesty
Requesty claims one of the larger catalogs in the European conversation, 600+ models from 30+ providers (vendor-stated, August 2026), and backs its European positioning with a dedicated EU endpoint hosted on AWS Frankfurt alongside its default US endpoint. Its transparency artifacts are genuinely good: a public, dated sub-processor table listing 31 model providers with their retention behavior. Pricing is a 5% markup on model costs, so $10 of OpenAI tokens costs $10.50 through Requesty, with a free tier.
Three precision points its marketing glosses over. The company is UK-incorporated, Requesty Ltd, registered in England (Companies House no. 15165717), which under GDPR makes it a third-country processor, with UK adequacy currently bridging the gap. Retention is more nuanced than the EU page's "nothing is stored" line: per its own security and privacy pages, request bodies are not retained by default, metadata is logged, and when you enable logging, data is stored encrypted in the EU for up to 30 days. And SOC 2 Type II is in progress with an expected Q3 2026 date per its security page, not yet attested. None of this is disqualifying, but it is the difference between the marketing and the documents.
4. Orq.ai
Orq.ai is the LLMOps platform of the group, an Amsterdam-based B.V. (per its privacy policy) with a €5M seed round, offering a gateway wrapped in the full production toolkit, evaluations, observability, experiments and governance, across 400+ models from 28+ providers (vendor-stated). Pricing is per-seat rather than per-token, free for one developer, then €35 per seat per month on Growth.
The residency picture needs reading carefully: the homepage offers to "keep data in the EU or the region you choose", while its own privacy policy states that data is processed in the EEA but stored on cloud database servers located in the United States, and its security page describes GCP nodes across global locations. EU-only appears to be a configuration or enterprise conversation rather than the default, the sub-processor list is available on request rather than public, and ISO 27001 is, in its own words, proceeding toward certification. The bottom line: Orq.ai is what you buy when the purchase is an LLMOps platform that happens to include a gateway; if the purchase is a gateway, it is a different product category, and the residency story needs pinning down in contracting either way.
5. Eden AI
Eden AI is the broadest aggregator here and the veteran, a French SAS from the Lyon area (per the French company register) that unifies not just LLMs but speech, OCR, translation and other expert models, 500+ models across 50+ providers (vendor-stated), with a public DPA and pricing that mirrors the fee-on-credits model: no markup on provider prices, with a 5.5% platform fee applied when purchasing credits.
The nuance sits in that public DPA, which states plainly that customer data may be transferred outside the European Economic Area depending on the providers selected, with Standard Contractual Clauses as the mechanism. In other words, Eden AI offers European routing as an option you configure, not a guarantee it enforces, and its homepage's SOC 2 and ISO 27001 badges are vendor-stated without published audit evidence. It remains the right pick when your workload spans beyond text into the expert-model APIs nobody else on this list aggregates.

This is the distinction that decides whether your data actually stays in Europe, and it is the one the marketing pages blur. Your prompt makes two hops: first to the gateway's control plane, then onward to the model provider that serves the request. A gateway hosted in Frankfurt that routes your request to a US or Chinese model endpoint has kept exactly one of those two hops in Europe, and GDPR applies to the whole chain whenever personal data flows through your prompts, wherever the gateway itself is incorporated.
